Combine cdk-parent into top level cdk pom

We decided life would be simpler to have the cdk-parent pom be the top level pom (was cdk) rather than separate inheritance from module aggregation. It turns out the way we have it today is leading to duplication of some properties. This is a backward incompatible change.
