Creating a dataset with existing partitions fails for Hive external tables

            Description

            It fails with an error like:

            IO error: Unable to create partition directory  hdfs://<namenode>:8020/user/tom/datasets/user/part=1/87f12e43-5e80-4a2c-ba2f-f06ee57f594c.parquet

            The problem is that the file is being used as the partition directory.
