Findbugs annotations should not be a runtime dependency

            Description

            Builds can fail due to the dependency being missing (e.g. http://sandbox.jenkins.cloudera.com/job/cdk/619/), and I think user code can fail to compile in the same way. We should consider using an external Findbugs exclusions file to avoid this.
