Add required option to CSV schema inference

Partitioning consistency checks throw an exception if a source field is optional, but the CSV schema inference command makes fields optional by default. We should add an option to set required fields so that users don't need to edit the schemas by hand, or at least can generate a working example of what a required field looks like.
