Add EL function to build Dataset URI from Repository URI, Dataset name, and View constraints

This task is to add an Oozie EL function that can be used to build a Dataset/View URI from Repository URI, Dataset name, and View constraints. Such a function allows the repository URI to be treated as a parameter such that an Oozie coordinator can be written to consume some Dataset/View without hardcoding the repository URI into the Dataset/View URI pattern.
