Code block style should be consistent

Some code blocks use a single pair of back-ticks and some use three. The general guideline is that a block, separated from other paragraphs, should use three and inline words (like variable names) should use one.

I think a few files are not consistent with this, but the noticeable one is the dataset CLI reference.
