Moving URIBuilder breaks downstream Flume

            Description

            The downstream Flume sink uses the URIBuilder (SPI version) for backward-compatibility with the repository URI and dataset name configuration. Removing the URIBuilder from the SPI causes it to fail. I think we should go through a normal deprecation cycle for this SPI method for a smooth transition in Flume.
