Clean up RSC driver initialization

The RSC driver initialization is a little hacky now; especially after the patch for LIVY-103. There's even the potential of blocking the RPC channel if somehow the app misbehaves.

That code needs some clean up so that it's more understandable and has fewer pitfalls. Extra points if less work is done in the constructor, which should make event handling during driver initialization predictable.
