Use different URIs for "client" and "repl" RSC sessions

            Description

            Currently the code uses a config option and the same URI for client and repl sessions started via the RSC. It would be better to use different URIs, which would also make it possible to move the REPL-specific jobs out of LocalClient and into and "server" module.
