Respect Spark config when Livy-specific master is not set

When the user has not explicitly set a master / deploy mode for Livy, Livy should respect the Spark configuration.

Otherwise there's a change in behavior from 0.2, where users who configured Spark will suddenly be running apps in "local" mode after switching to 0.3.
