livy-server writes two log files when set LIVY_MAX_LOG_FILES to one

            Description

            When set LIVY_MAX_LOG_FILES to one, livy-server renames old log file to livy-root-server.out.1 and writes log to livy-root-server.out while startup. So there are two log files which is Inconsistent with LIVY_MAX_LOG_FILES value one.
