Override the original property value in the config file

            Description

            For the advanced configuration snippet (including hdfs-site.xml, sentry-site.xml, and recordservice-site.xml) , currently we append the new property to the config file, and it is possible that the same property appears twice in the config file, which is very ambiguous for the users. We should override the original property value instead.
