'clean' option on jenkins job don't work.

We use this very rarely and it seems to no longer work. The issue is the order of steps. We clean after we download the toolchain, clearing that directory and removing the toolchain. We need to reorder those steps and figure out what others are needed.
As part of this, we should set one job to always clean and run nightly to keep these steps from going stale.
