Ensure that delegation tokens work with multiple planners

We need to make sure that we can simultaneously generate delegation tokens with multiple planners. The token has a seq-id but I'm not sure if that is locally generated or in ZK.
The workaround for now is to use one planner in secure env if this doesn't work.
