add the RecordService repository url only if status page not has RecordService Parcel

In the 'Installing RecordService as a Parcel' section of installOnCluster page, it is not accurate for the 2nd and 3rd step.
Actually we do not need to got to Edit Settings page and add RecordService repository url in Remote Parcel Repository URLs manually.
If we have already added RecordService CSD, we can see RecordService parcel in status page.

So we should update the instruction to:
If there is no RecordService Parcel in status page, just click Edit Settings and add the RecordService repository url http://archive.cloudera.com/beta/recordservice/parcels/latest to Remote Parcel Repository URLs.
