Sqoop build should use IVY for HBase/ZK libraries.

            Description

            The current build implementation uses a local installation of HBase and Zookeeper for picking libraries for compilation. This is inconvenient and should be refactored so that the libraries are instead pulled from external maven repository via IVY.

            Downgrading the priority of this issue as SQOOP-108 addresses this for the interim.
