            This change removes removes the need for having Apache HBase jars present when not importing to HBase.

            Description

            For use-cases that do not exercise HBase functionality, Sqoop should not require the installation of HBase on the local system. Currently, Sqoop does not work unless HBase installation is available on the local system where Sqoop is invoked from.
