[hive] Jobs can be submitted twice when opening a "new" table whilst a job is executing

            Description

            Similar to HUE-1853 and HUE-2087 (both resolved).

            You can sometimes end up with two submitted tasks for the same step: after clicking "Execute" on a Hive task and then holding down CTRL in a browser (to open a new tab) and click "My Queries" (have not tested with other options) whilst the job is preparing to execute.
